Hello , I have a serious problem on my Redmi note 5 , it is bricked with locked bootloader ,now only fastboot mode works, I tried all the possible methods available , still I can't fix it ,is there any ray of hope for running it normally?

It will erase your data but you can make a backup and then restore it you will keep your root

I'm new to android and when I go to developer mode to unlock my bootloader "USB Debugging" shows but "OEM Unlocking" doesn't, do I even need Oem Unlocking to unlock my bootloader? Please can someone tell me if I actually need it enabled and if so what can I do to enable it?
You do need OEM unlocked to unlock bootloader, you'll need Adb drivers and your phone drivers installed and you'll need to install Adb command shell and fastboot command shell, you'll need to execute commands to unlock the bootloader, be warned that you'll lose your data in the process.

Is your phone old? I know that in laptops they only get full performance when plugged in cause they need the power from the wall adapter to run at full power. Maybe if your phone is old to run newer apps it needs to do the same? If not then idk xD
