Im starting a project paper bag flooring. How do I prepare the floor if there gaps near base board or cracks in the flooring?

HELP!! I was using a steamer to remove wallpaper in the hall and i left the steamer a bit too long and the plaster came off. I want to paint the hall but the plaster is loose, will i need to put damp proof stuff on before i use Polycell plaster repair and Polycell finishing skim. PLEASE HELP
