If you don't mind me asking. You mentioned Frost and HHHC aren't perfect one to ones. Is that to say the Ice abilities HHHC has aren't the same as Frost? And if so, how?
It's actually been hinted at that todoroki's right and left side restrictions is actually psychological and not physical, so he actually has the full might of endeavors quirk along with the frost quirk.
On the subject of Todoroki and Kaminari making a combo, it's worth noting that pure water does not conduct electricity. It needs impurities like salts and minerals. So unless Todoroki's ice is as salty as his dad, they'll need to prepare the battlefield first before flooding it with water and having Kaminari zap everyone.
I believe Shoto also has the potential to create wind or even tornadoes. With the right amount of temperature of both sides at the same time the hot air would rise and the cold air would set making wind. (We have kinda seen wind already with him but imagine tornadoes!)
Using the reasoning from my religion, I think the reason why his left is fire and his right is ice. It is stated in my religion that on the left side of a person a devil is jotting down the sins of the person and there is an angel jotting down the virtues u do. So, in my theory the sins endeavour committed on his family, shoto think it is an unforgivable sin and hence flames from left. He also saw his mother as an angel that protected him till her braking point hence ice on the right. This also ties in with why he covers his left side with ice, to protect himself and others from his *_HELLISH_* flames.
Potential ultimate move element armour:The user uses fire and ice on each side of the body like his first costume and allows the user to manipulate fire and ice around him and fuse them together in any way (like if you think it a god tier move)
I think Shoto also suffers a weakness almost all emitter quirk possessors have:he rely too much on his quirk. Meaning he is not that good at hand-to-hand combat. Sure maybe he won't need to since he can immobilize his enemies from a distance,but remember his elements are not that durable. Ice can be easily destroyed by blunt force,as shown on the provincial license exam and other fights. His fire sure is powerful,but for someone's like Tetsutetsu it's not very effective. Slso Tetsutetsu used this as an advantage and straight up punched his face until he passes out. Other emitter quirk possessors overcame this weakness. Tokoyami overcame this by covering himself with dark shadow,Kaminari can cover himself with electricity,so even the enemy reach him it really doesn't matter since he can zap 'em up,his father overcame this by building his giga chad body so we can assume he is very durable and at least can perform well in close combats. He can overcome this in 2 ways (1) Either he always maintain distance(2) Like his father,Shoto should probably consider building his body up and train for close combats,maybe even imbuing his quirk with direct physical attacks.
But there’s also the fact that the quirk is only used on the skin organ (yes skin is an organ) so the internal organs get heated up or frost bitten if over used and is the reason why he overheats and why dabi burns up and gets his skin and insides cooked as shown in the manga and is basic thermodynamics

He can control the speed at which the ice he creates grows, and he can manipulate his ice, so it wouldn’t be much of a stretch for him to just be the MVP of any snowball game. Speaking of, can he potentially make things like snow? He could make and shoot out dense snowballs to reduce the potential property damage that ice bullets or glaciers might cause
Todoroki over-relies on his quirk. He doesn’t know how to fight (as in hand to hand combat) and he’s always using his quirk. He needs to learn how to at least create a style of punching and kicking that involves his quirk, like in My Hero; One’s Justice 2. I don’t know…he just uses his quirk too much and he needs to start learning how to actually fight. They did him dirty, because Bakugou and Midoriya have fighting in the bag. Todoroki could have won against Testutetsu if he actually knew how to fight(since Testutetsu was pretty much resistant to his quirk for 70% of the fight.) He could have won against Bakugou if he knew to fight(well he did use this sort of ice punch on Bakugou but it missed, and he could’ve burned Bakugou with like some fire punch but he decided to throw him so…) He just needs to be trained so that he doesn’t rely on his quirk so much.
Todoroki's quirk is so badass for how lackluster he is as a hero. His uniform is ass, his hero name is ass, and generally his character is more personally driven than a heroic type.
