In this incident a homeless man was killed and 2 police officers badly injured, over trespass sleeping in a car in a public car park. This is a total failure of law and order and the Sheriff.
The man did nothing but sit in a parked car and exercise his Constitutional right of not having to show his papers/ID, he was then about to be dragged out and assaulted by the police because he was black and sitting in a car. to bad he did not live and get his day in court if I was on the jury I would say not guilty on all charges.

28 U.S. Code § 3002 - Definitions
As used in this chapter:
(15) “United States” means-
(A) a Federal corporation;
(B) an agency, department, commission, board, or other entity of the United States; or
(C) an instrumentality of the United States.
What the code means is that when the U.S. attempts to collect debts from other U.S. Persons, it is to be treated as a corporation when in their own courts.
Normally one can not sue a regent in their own court since the regent is the plenary sovereign of their domain.. To sue the regent would be contempt of court. To fix this issue, Chapter 28 of the U.S. code was created to allow the U.S. to be sued as a corporation.
U.S. debt collectors are contractors for the U.S. So when they make a mistake acting for the U.S., they can be roped into a court proceeding to explain themselves.
