According to the creators while they didn’t originally see each other as romantic partners (and neither did the team behind the show) they have slowly developed into one. Although In universe considering their reproductive cycle and biology I doubt they think about it in the same way.
It definitely seems to have evolved into a romantic relationship, something we can chalk up to earth's customs and culture rubbing off on them. Even though their culture most likely doesn't have a concept of romantic partners, they've become them! Definitely not monogamous, though.
