A Real-Time tactics game was released in 2002 for the PC called "Hooligans: Storm over Europe". Very fun game you control a football firm and go through different levels. You can recruit people from pubs and you get different types of Hooligans each one with different abilities and personality traits. The main aim of the game of course is to fight other firms and become the best firm in Europe. It caused a lot of controversy at the time with many politicians calling for it to be banned. It's probably as close as your ever going to get.
