The media and the general public highlight only the first part of the sentence.Many have stopped paying taxes and go scot free.Start by saying all have to pay taxes if they cross the slabs given.Then give the conditions.

Only officers and lawyers can understand them.
Officer understand them to Misinterpret and make money.
Lawyers Understand them to argue and make money.
Taxpayers don't understand them because they are complexly drafted. Their understanding is always taken in the other way by the department.
