Liu Gregor has +5 Offense Level, so he can reliably clash even at low sanity when setting up Resonances (unless rng decides to ruin your day) As for 1:51 that's due to the Sapling of Light ability. On top of halving speed it also resets enemy targeting, which oddly works in regular encounters as well.
