Thank you so much for your explanation, really good. You explain in such a clear way. It’s important to take in mind that most people who look for help have very little knowledge of photoshop. I am happy that you were patient.
I’m using photoshop cc and it worked really good. On photoshop cc I selected Ellypse atool as you explained but didn’t need to press shift, as I clicked on the image to create the circle the shape was done.

You can do the same thing by using the 'Elliptical Marquee tool' and dragging it over the image while holding down the 'shift key'. After positioning the circle, to REFINE the size and area of the circle, go to SELECT - "Transform Selection" and apply the change.
