You Won't Believe This! The FAA's Director, Office of Operational Safety, Dan Murray is blaming Elon Musk's SpaceX for the massive 2 month delay in launching the next Starship IFT-5. Today we review the facts!
Q: Is the 2 month delay SpaceX's fault?
Q: What do you think should be done with the GOV?
Q: What do you think should be done with the FAA?
Q: What role should the US Fish & Wildlife Agency play?

_Well JC, I see it like this:_ There seems to be a 'type' of person who ends up in jobs like FAA and Building Inspectors: EFFETE SNOBS with ZERO CREATIVITY and ZERO FLEXIBILITY and ZERO ACTUAL ABILITY to BUILD ANYTHING. But they are GREAT at NIT-PICKING and QUOTING RULES and IGNORING THE SPIRIT of the rules they quote. If you do anything that is at all different from what they expect, they give a little _sniff_ and fail you and your ACTUAL WORK. So it is little wonder they stand in the way of progress. Their only POSSIBLE excuse for their NON-SENSE is that they are _covering their asses._

Thank you for doing these videos. I am really impressed with your accomplishments and videos! I take Starship/Boca Chica development seriously. I want to point out that this issue has nothing to do with any other SpaceX activities. Launches of F9 don't count. The issue is the development of the new space launch system, Starship. It is experimental and has only launched 4 times. So the FAA is saying that SpaceX added a new parameter in mid-August. That requires the FAA to examine what issues come up under the new launch situation. Catching a rocket is unprecedented, so new issues have to be considered. The FAA also has to work with the other federal and state agencies that weigh into the FAA's consideration of new issues. (I am also in favor of the FAA expanding their offices to deal with new space startups and new launches to cover the expanding space development field. This can help speed up the process.)
Starbase is in the middle of two nature preserves and located on the delta of the Rio Grande. Personally, I want to see SpaceX develop a water deluge system that is proven safe and worthy to be reproduced anywhere. I think they really need an independent evaluation and that can only be done after another test flight. The test numbers that SpaceX posted are a bit strange. (I think the water deluge system is fine, personally.)
I have also commented elsewhere on this video to point out that IFT-5 was not really ready in early August, because the tower is being modified for the catch. Great videos!!

The FAA has a regulatory role, however FAA appears to be stuffed with partisan proffessional bureaucrats who consider their role to choose however slow they want to be their business and noone elses ! This has been deliberately politicised ! The FAA has known since June that Spacex wanted a Launch 5 as soon as possible and FAA shud have prepared to be able to plan their approval timing better !

I strongly object to have an Aviation oriented regulation authority regulate space flight, they are simply not competent, and not delegated by the constitution to regulate space flight as enumerated by Article 1, section 8. Regulation of interstate COMMERCE.
No interstate flights using space around the world exists. In fact Reagan signed executive order 12465 to explicitly prohibit the FAA from regulating space launches. Read it!

FAA overseeing space flight should be scrapped!....FAA stands for Federal Aviation Administration. Space flight is not aviation, FAA is not equipped or competent to oversee space flight. There should be a new dedicated federal agency formed to deal with US space launches and activity in and around Earth orbit. What we have now is an agency built to manage passenger airline system with millions of passengers trying to oversee a completely different mode of transportation they don't understand that utilizes technology they also don't understand. Who's risk to the public they do not understand....
A new agency would have to work in conjunction with FAA, but people who's skill set is managing passenger aviation should not be also regulating space flight. Especially in the world we will soon be in where there are thousands of space launches annually and tens or hundreds of thousands of satellites in Earth orbit.

The only bad choice Space X has made is trying to follow the rules instead of just greasing some palms. Where I grew up, there's a road bridge that's been out since I was 5 (I'm 60+ now). The County has tried to replace it many time. But couldn't because of the 3-letter units. One time was some bat nesting nearby that would be disturbed. The next time it was some rare owl spotted in the area. Then it was some kind of plant thing. Then there was some kind of small creatures living in the water under the bridge. Now I think the County has just quit trying.

Blue origin launches are literally vertically going up 60+ miles and going down in the same area. Not at all equivalent to Spacex.
Also, SpaceX is not ignoring the environment, they have already DONE the following environmental assessments:
    1. Falcon 9 and Falcon Heavy Environmental Assessment (original plan for Boca Chica)
    2. Starship tests Environmental Assessment (initial starhopper/starship test flights/landings)
    3. Integrated Super heavy and Starship launches (IFT1 to 4)
    4. Starship landings in Pacific/Indian ocean (IFT 1 to 4)
SpaceX point is that the small changes they requested will not cause any significant change to the results of all the environmental assessments and fixes previously done. Literally they are asking the FAA/environmental please inform them what else will cause safety and environmental issues so they can fix it since the FAA and environmental agencies witnessed directly all events and results in person. Literally FAA and environmental can't realistically find much counter arguments but needed to do 60 days additional environmental review because that's the process. The call for additional reviews is at the discretion of the FAA btw.

You asked if we would go to Mars.
As a member of the Viking team, the people who built the 3 flight space craft, 2 were launched in 1975 the first arrived on July 20 1976 landing on Chryse Planitia , 22.27 North, 312.05 East.
My primary job was to evaluate the radar reflectivity of the candidate landing sites by simulating the approach under the radar guidance of the radar altimeter and the landing doppler radar, to touch down with a descent velocity of 8 feet / sec.
for more than four years we measured the environment about those landing areas.
From sight of the landers on the laboratory, I am familiar what the landed Vikings looks like.
Yes, I would try to be among the first Mars colonist, by actually flying and landing the manned space craft.
(I am a certificated commercial pilot and flight instructor)
Landing next to one Viking is not too difficult, by reference to the known size and orientation.
Using a similator the landings can be practiced, using the displayed cues from the control system.
Very similar to a normal instrument approach under ILS guidance.
For a long time now we know the Martian environment, winds, temperature, pressure, visibility with the sun behind and the ground conditions.
I will volunteer to be a crew member of the first lander.
The conditions for life on Mars are very favorable, much better than on the moon, Ouside a 1/3 pressure suit with little heating, 18% oxygen and 15% nitrogen gas mixture is close to optimal, given the 1/3 gravity. The joint flexibility of the arms and knees is more than adequate.
Inside the shelter the living quarters can be very confortable.
The primary problem are the sand storms, not the cosmic radiatiation. Plenty of frozen water and all the minerals for plant life are there: K, N, S, P.

Remember Blue Origin and ULA filed complaints to limit SpaceX launch cadence at Cape Canaveral? Now these permission delays, and all the negatives toward SpaceX? These highlight a fact that SpaceX had broken the barrier (big time) of launch capabilities with reusable rockets=cheaper launch with 100+ launches per year and payload potential 200-tonnes compared to the current 10 from other providers. The present facilities at the Cape and regulatory management just couldn't handle and haven't catch up to the new capabilities. Gov'ts in general are always the slowest and most inefficient at doing things.
Like centuries ago when we were paddling along the coast on small boats. Why do we need bigger boats, and what's the need of crossing the oceans? Because of the bigger boats crossing the oceans, we now have technologies: commercial aeroplanes, advanced computers and technologies, etc. Crossing the oceans on Earth was one step. As civilization, we are on the cusp of the next step: Space. Travelling vast distance and building/sustaining/living-in infrastructures in space and beyond. The cape needs to be upgraded. The rules need to be updated. The FAA (staff and knowledge) needs to be updated or separate independent FAA-like agency that is more efficient and knowledgeable.

The FAA and the EPA are different agencies. The FAA does not enforce EPA's laws. But they are required to withhold issuing a launch license if the applicant has not completed the EPS requirements! SpaceX has not done that because Musk does not like the EPA regulations.
The FAA got hammered for issuing launch licenses, assuming SpaceX was in EPA compliance, when in fact they were not. But the only recourse the EPA has is to issue fines. they have no authority to ensure compliance. Musk could care less about fines! The EPA doesn't issue launch licenses. So musk can just write a check and thumb his nose at the EPA.
This law was written largely because of Musk disregarding EPA regulations. This is a lot like the DMV suspending a drivers license for driving a vehicle not in EPA compliance. Musk has tried to circumvent the system because all the EPA can do is issue fines. Musk just pays them.
