      You need a license for that. Try Affordable Song Licensing. Great folks. Really easy!

    Could this be done in the same way when using an instrumental?

      If you use the same instrumental you are essentially sampling the recording part which isn’t the same as covering a composition. If the instrumental is a remake with no samples you would still need the remakers approval to use it in a monetized environment.

    I don’t necessarily agree with not having to get the writer’s/etc. permission to cover a song. I’m a songwriter myself though so maybe I’m biased.

      Distrokid and other distributors handle the licensing for covers, you're still paying for a license that will be used to split royalties between you and the original artists, so it's a quicker legal way to cover a song.
      The upside to this process is that more people will be able to hear your song (even if it's sung by someone else) and have the chance to know you. Free advertising and the original artists still make profit!

    To do that, you need a cover license. You're rewriting and using someone's work. You can't do that without permission.
