Batman did out smart the smartest being in all of existence, there's really nothing he can't do.
Do note that he used a lot of shoulds and probablies in this one. So he's not certain if his contingency will even work. Though it should, to a certain degree.
I think that's a huge part of the equation this plan that relies on holy artifacts and magic misses.

I’m glad Batman had a contingency plan to deal with ghost rider I don’t think John Constantine, the specter, Jason blood, or Etrigan would be a challenge for ghost rider also he might come useful one day if fighting ravens father trigon in theory. Also for Batman‘s next contingency plan if he could have a plan for ghost rider maybe we have a plan for Spawn the hero of hell or Jason hex or VanHelsing.

While John Constatine has the ability of exorcism as well as certain magical abilities, he is still human which means he can be killed just like any other human. Ghost Rider (Johnny Blaze) is a Spirit of Vengeance. Ghost Rider can manipulate anything from vehicles to weapons to use against his enemies. John Constine who having been a detective as well as a magician would probably have a better understanding of how to deal with Ghost Rider. While John Constatine is no slouch in combat, Ghost Rider is adaptive and innovated when it comes to being in combat. I do agree with you that the Penance Stare wouldn't be effective against John Constatine. While demons in the DC Universe feared John Constatine and for very good reasons too, the demons in the Marvel Universe were outright terrified of Ghost Rider. Even Mephisto was extremely wary of Ghost Rider. This would definitely make a great crossover series.
@williamhammond9090 while the penance stare wouldn't work he's recently gained a new penance ability that doesn't function the same way and is just as if not more effective. Another thing not brought up is his other form, which is on entirely different level than dealing with regular ghost rider. Constantine has a way of finding method of potentially harming or defeating him, it's putting it into practice that makes it very unlikely
I don't think being blind would stop the penance stare. It burns your soul, and eyes are the window to the soul. That doesn't mean the windows would need lights to open them. But, I believe Batman would be like Frank Castle when he faced the rider. Frank only ever hunted the damned and guilty. So, the penance stare failed. Batman only stops terrible guys, thugs, and criminally insane supervillains. Thus, it would fail against Bruce as well. Carnage was the only evil being to survive the penance stare because he had the Grendel symbiote and overpowered Ghost Rider.
Thought daredevil was able to avoid it cause he was blind so he got that from him

-Lacking any guilt for one's actions (which made it fail against the Punisher)

At his best, Ghost Rider is easily one of the most powerful entities shown on this channel. I think he even beats Cthulhu, Kirby, and Beerus. The Presence would give him a run for his money, though.

Literally just have The Punisher take him on. Canonically, Frank Castle is immune to the penance stare, because what it REALLY does is it feeds off of the guilt you carry in your heart for the pain you have caused, and then makes you experience ALL of that pain, at once.

For Batman fighting blind, I am reminded of the episode of Batman TAS where the Penguin stole that helicopter and Batman went blind, relying on a sonar device to see for the rest of the episode. Echolocation through the air rather than the ground seems more his thing and would be a better match for the chains.
Gonna be honest: I don't think Bats would be able to do anything. Since confronting Ghost Rider is in a way confronting the very concept of justice and accountability.
GR can't really hurt an innocent person. So Bats would have to content that by engaging to fight him, he would be a guilty person, which not only nullifies all that Bats stands for, but also makes him more susceptible to GR's abilities.
Realistically, all you could really do is either talk down GR Vengeful spirit through an equal process of the law or suitable punishment (in which case: GR would just shrug and so long as they repent, it's good.) OR you'd have to talk the human side into either rejecting the spirit or to have it reason on your behalf.
Technically speaking: Depending on how it goes down, even that might not work. GR could literally throw in Bruce's face that the only reason he's here is because Bats isn't doing his job and sending them to hell for him to deal with. So from GR perspective: He's doing his job and instead of getting the sinner's delivered to him at the gates of hell, he has to go there to pick the sinner's up because the spirit of vengeance in the human world ISN'T doing his job.
Would constantly enabling Joker to continue to do what he does be considered a sin in Ghost Riders eyes?

Sins are usually about personal actions that are morally wrong. Technically, it wouldn't be a sin. Batman is not taking another creature's life, which would be a sin.
So to say GR would view it as a sin, probably not. He'd view it as idiotic decision. Now if GR was evil, well, like any demon he'll twist things to get what he wants, which in this case would be guilt. Evil GR would tell him his hands are clean, but he is surrounded by innocent blood due to his inaction.

Being a vigilante, technically he doesn't because he's outside the law, like GR. So he'd answer to his own rule set (technically)
Moral arguments can go either way. Since if Batman is guilty on a moral basis it gets diffused by literally everything else in existence that enable Joker to keep going, which would go all the way up to writers/god.
So ultimate blame would lay with another, unless GR personalizes it to be focused on what Bats is solely culpable for. Murder would be a guilty act, so technically it's a case of entrapment, so he would be considered blameless.

The "original" Johnny Blaze Ghost Rider was the bound soul of Zarathos the Demon, but Johnny was retconned to be part of the lineage of the amulet-bearers, bound to the actual Spirit of Vengeance, and (much later) able to access the powers of - and host - The "true" Ghost Rider.
And the Spirits of Vengeance - if not limited by a host - are second only to The One Above All in power

The Spear of Destiny is a Dr. Strange style weapon. And even some of his top teir weapons can't do dick to Ghost Rider. And trying to contain him will just bring Zarathos out (which wasn't even mentioned). SCP-999 would be considered outside help. So GR could just call in other Ghost Riders to help him. But once Zarathos comes out, pretty much anything Batman can bring in is useless. Zarathos cold just mater manipulate it into butterflies or something.
Or straight up devour it and its soul. No penance, no hell just pure oblivion

Yes it would Bruce Wayne isn’t sinless. The penance stare causes you to feel any pain you’ve brought on anyone be it physical, psychological, or emotional. So even if you were to break someone’s heart in a relationship you’d be forced to endure years of their pain in an instant.
So in a sense if that heart break leads to someone coping through drugs and alcohol, you’d feel that pain as well as the pain of the drug withdrawals.

Batman would have to enlist Constantine, Dr Fate or Zatanna to even stand a chance, this is the only way Batman would play it and or steal magical artifacts based off in depth research. In there first encounter Bats would know to run.
Ghost Rider is a really interesting one for Batman because among other reasons, which version of him he goes up against is one of the most significant and deciding factors. In some versions, he's actually an "Immortal Weapon of Heaven.", not a Spirit of Vengeance from Hell.

Ghostrider can kill shangtsung and Shao Kahn and Quan chi all put together. They claim to not have SOULS but that matters not. Ghostrider used penance stare on blackheart when blackheart took the SOULS from a list of a thousand SOULS. So it goes without saying that all them stolen SOULS from the mortal kombat trio have stolen SOULS too that can be used by the Ghostrider to then use the penance stare with success might I add. The same way Ghostrider did not care that it still worked on blackheart.
Imagine if you will, Ghostrider possessing Batman!
