They're very underrated honestly. If they don't have superpowers or they're super energetic, they have to make the audience laugh or say something clever. They always need to have a "PURPOSE".

A character boring because its good to think of its insight and the details of that said boring character. If theres no depth and effort into it, that makes it a rushed or lazy boring character. I am think characters made specifically to be like this one are very good and interesting, even favored for their attitude and impact of their behavior.

Character design is alot more than just adding details. I often make characters that not always look that interesting since their strenght is in their personalities. As i try to make all my characters well rounded and very human in a sense.

That’s something I feel is important for an artist to learn: there’s no “right” way to draw a character, but there’s ways of making them fit your idea. Like, for a boring character who’s a bit bureaucratic and dry, you’ll want no harsh angles, less dynamic posture, a less saturated and eclectic color palette. It won’t work for every character, but it works for this one. Take your tools and use them in every way, not just one way.
I mean this is still oozing with character and personality, but in a way that very masterfully expresses boredom, which in of itself is not boring at all.

I've seen that character archetype in at least 1 other games where the character was very destructive despite being attatched to their desk and typewriter/papers at the hip.
This is amazing, i dont know if shes important in the story but if she isnt you really nailed that, the color in the flag on the building makes it seem like the building itself is more important, like for example in pokemon you would say you need to go to the pokecenter instead of saying you need to go to nurse joy. Therefore casting that the job this person delivers is more important than the character itself

See, I completely agree, but I often struggle with making my characters so boring and regular in my quest to stray from cliche tropes, that they're completely uninteresting and irrelevant.
This is why I have a co-writer! Most of my characters are pretty attractive but still very likeable characters. One character though, didn’t have a character arc, and I couldn’t think of what to do with her as I wanted her to have a villain arc but I kept thinking of things that wouldn’t work with her design. Thankfully I asked my co-writer what they thought I should do and I’m glad I did because they’re a genius and really helped with it!
I mean, you explained it WHILE explaining it! Out of any cast, a good character is a good character for their identifiable and memorable traits… like Roz! People latched onto “You forgot to file your paperwork, Wazowski” and her attitude because in the fast-paced story focused very much on timing and racing against the clock, a slow (cheekily slow) moving character that wants paperwork more than any sort of drama is unique and memorable!
Honestly, I’m trying to make a cast of characters first show, and when I was making them, I made sure that I had a bunch of different colors and body proportions to them like one being really tall and lanky, and the other one being a little short and I feel like that something to always include into characters to have uniqueness and the colors of cast

yes, i agree. to not make every character have a special trait, a special design, a special ability. i think that's an important point in character design, and many people tend to forget that. there can be normal, calm, boring, relaxed, shy characters, characters who can not fight or use magic or do much at all. it's realistic to have a variety of characters and their moods or emotions. not every characters needs a a special attractive look or even a special purposd, they can just be.. there.

Theres a series of books called the Assassin's trilogy by Robin Hobbs and it features a character like this named Patience. At first she's seen as annoying and particular by the main character but as time goes on she becomes one of the more integral and complex pieces of the story.
An important lesson for character design that I think is often overlooked

This is not a boring character. It's very imaginative. I was expecting a Protagonist Kirito clone. Those are bland by every definition 😅.
