All those who were boots on the ground in Afghanistan knew the indigenous population was 100% incapable of holding off the Taliban once coalition forces exited. It was a game of musical chairs and Obama and Trump both knew when the music stopped neither wanted to be in office for another fall of Saigon. Sometimes I think that the reason why they constantly try doing counter insurgency is because they want to Duplicate the Malayan emergency, the Indonesian Malaysian Confrontation, and the Rebellions in Oman but those fights were abit different from this. There have been several successful counter-insurgencies fought, one even by the U.S. but as with any war, victory is in the will. And without a will to win, you’re just wasting time, money, and life.
It's very clear to everyone who has a simple intelligence to notice from reality and this movie that the US government works separately from the US forces on the ground because if you have 1% risk on the people and the army lives you will have to stop and change your plan, these countries like Iraq where I'm coming from and Afghanistan or Libya, they all have some very difficult mindset and believes and if you can't be patient or have smart people who know how to play the game you will be ended wasting time, money and lives.
Good point about how you can't do counterinsurgency after invading. However, counterinsurgency can be successful. The Sons of Iraq are a key example of a counterinsurgency success. After Paul Bremmer's colossal error to prohibit anyone from the Iraqi Ba'ath party to serve in the government, military, or police, there needed to be some major change. Bremmer's choice helped kick off Sectarian violence in Iraq. By engaging with Sunni Tribal forces and establishing them as legitimate militias while also stepping out of the way from direct combat, The US set conditions for reconciliation and a successful turn over of power with a clean withdrawal. The rise of ISIS in Iraq has more to do with the collapse of Syria and catching Iraqi forces by surprise. Also, the continued friction with the Iraqi government and the Kurds further limited the capability to respond to ISIS taking Mosul.
