He could very well become one of the best hunters ever, but his insecurity and jealousy turns him into a bully who gets a kick out of crushing other people's dreams - precisely because he believes that he is unable to fulfil his own potential.
At the very least he would be a monster if ever given the chance to wield nen imo, his attitude and just sheer determination when it comes to crushing people and ruining their dreams would make him a monster if he ever developed nen. If he genuinely put in the effort and passed the exam (which tbh isn't as unlikely as it seems seeing he's done it 35 times and gotten decently far) I think he could be a super dangerous nen user.
The idea of him being a plant has crossed my mind before, but even if he’s not, he’d be as strong as a human can be without nen to be able to consistently take the test and only fail because he wants to come back next year to keep screwing with people

No, just no, nen lines do not appear at the start of HxH because togashi did not think about all that at that particular point in the story, this make some huge plot holes, particularly Killua supernatural abilitites that are not nen related, also Killua not knowing about Nen even tho his whole family including smaller brothers already learned nen, wich is ridiculous and a lot of other stuff like Gon breaking Illumi's arm wich would be completely imposible for him without nen. In short the whole theory is based on a false premise, tompa was not that strong, he was strong and skilled enough to stay alive in the hunter exam but he was nowhere near strong enough to compete with any of the main cast, even leorio/kurapica would have easily defeated tompa (and they did), Tompa had no nen (since nen was not a thing back when he was a character in the anime/manga) and he had no hidden extra powers and the association was not hiring tompa to remove people from the exam that would defeat the purpose of the exam itself.

A nen user can very easily sense another nen user's aura so I'd think that during the 1st exam Hisoka would have taken some note of him and Killua would have noticed during his 2nd exam. You could say he constantly maintained zetsu during the exams so as not to be uncovered but it seems the absence of a person's aura would also stick out if they're stood right in front of you. Im not saying it cant work but it would be difficult to explain why Killua didn't see him as a nen user in his 2nd exam.
then it could actually mean that tonpa is so skilled that he managed to maintain zetsu while at the same appearing like an ordinary human. The theory that he is someone super strong is actually really feasible on hxh world. i feel like there are a lot more powerful people, zodiac didn't even occupy a quarter of the top10 hunter plus the whole idea of dark continent arc could also suggests that maybe humans are way way more prosperous and powerful in the past

I said it could possibly work with that in mind but was just going off what's been shown so far as there are a lot of situations where a powerful nen user controlling Zetsu to appear like a non nen user is a lot more useful than the complete aura suppression we are shown I'm just not sure it's likely. My other thought was that Tonpa could have some sort of manipulation hatsu that can only be used during the exam that makes other participants perceive him as a regular person but then you'd have expected Hisoka or Illumi to have taken some notice of him. As strong nen users are harder to manipulate. Either of them are possible but need either some explanation or Tonpa to be unbelievably good, like a genuine top 5 kind of guy in Netero's eyes.
