I think I prefer the west side to the east side. I lived in Portland in the 90s and am thinking of moving back. Ideally, condos in the Pearl District or the Arts District, just off the South Park Blocks seem the most ideal.
The west side by Washington Park is the area that I have my eye on. I just love how it looks. I've seen the east and it's ok but definitely not for me.

What is the best area to find all modern homes and not just a redo on a block of old properties? Someone says Hillsboro. I wouldn't buy for $600k and it's next to a hoarder house or poorly maintained properties
So just to be clear, what exactly do you mean by "all modern?" Like brand new construction? Or just something maybe built in the last 20-30 years. Either way, there's numerous options most of which will be found in pretty much any nearby suburb of Portland, including Hillsboro.
