If you don't get a seat in All India Round 3, most likely you won't be able to resign after Round 3 results. If you get a seat in All India Round 3, then you can wait for TN R3 results and decide whether to join All India R3 seat or TN R3 seat.

Yes, the candidate is eligible for R3. Your tuition fees or deposit will not be forfeited.

Nothing happens in TN as it is a free exit in R2 also.
