To work in any other job in Japan, you need Japanese proficiency unless you work for a multinational company

When it comes to family I think you can move your family after your first arrive in Japan and manage to find a stable place and income starts coming in then you can apply for that, I remember someone applied to my company and failed because they wanted to bring their kids with them.

Yes it's possible but you have to make sure your company can support you in moving with your family
