Jerome, you made no suggestion of how best to cut the oval holes in the 1/4" angle without a mill. Maybe drill two holes and jig saw?
I don't see why you need a slot. And who the hell has a #7 transfer punch?! Yeah, and we're not buying a "table top tapper," either...

Why is the workpiece doing the hula in that bench tapper?
Let me start working it out it will be fairly simple but you will need a drill press and a welder.
I think i got that from travers but it was on sale, i think the best price right know is Grizzly.
I don't do that much threading and tapping but I'm always nervous when I do it fearing a broken tap or crooked threads. A DIY hand tapping tool would be even more useful for guys like me who don't get all the practice like an every day machinist.
I don't have a tap and die so I would just weld a nut flush with the tube.
its so boring to look on taping x holes, beside i never broke a tap when taping - only when they fall on the concrete floor
You could just as easy use a drill press without running the motor for tapping without buying something special
