It's generally a lot easier with 2d because it's just a couple of frames of mouth closed and mouth open which is a little easier to lip sync. The First (fortunately or unfortunately) was animated with the Japanese original in mind and they actually make the proper mouth movements for what they're saying. They would basically have had to reanimated the entire movie where dialogue was spoken for the English Dub which would have been super costly.

Earlier in the episode, Lupin called up a funeral home to make some arrangements before he goes to fight an assassin. The guy in the clip is from said funeral home, and is delivering a coffin Lupin ordered at the time. Meanwhile, in the next room, Lupin is on a table and has just been declared dead by a doctor, while Jigen and Goemon were in denial about it. The guy arriving with a coffin to put Lupin in was a breaking point for them.
