A man took revenge on his local Department of Motor Vehicles by paying a hefty bill using five wheelbarrows filled with 300,000 pennies. Nick Stafford used the change to pay an auto sales tax bill for $2,987.45. Employees at the DMV office were forced to count each penny by hand to confirm they totaled the right amount, which they did. Here we go--one...two...three...four..." and completely lose count every five dollars and have to start all...over...again.
They can’t get him to count. He’s not employed by DMV and would be untrusted like grocery stores won’t just take your word when you hand over crumpled dollars. The cashier has to count.

If it’s a government agency, regardless of if it’s a loan/debt or not, they MUST accept it, they have no choice at all.

There is absolutely no need for somebody to be taking thousands of pennies to pay for anything when they can easily get them converted to bills at the proper place.

Alas, the US has no legal tender limits; you can pay for any debt / services already tendered with pennies and the creditor must accept them. Most other (sane) countries have limits on what denominations you can use for certain repayments.
