It seems like concealable body armor follows the same rules as pistols. Get clothing that drapes and is relatively thick, a suit jacket being a prime example, and it'll actually be concealable. Good luck wearing it under a t-shirt though.

It looks like something from 5.11. Probably a general purpose pouch from them because the cuffs and pistol pouch attached to it are 5.11
