This is a good question! Wilt is undoubtedly legendary but Shaq had to play against a lot more developed league with more guys close to his size and he absolutely dominated them all!
If Shaq was as hungry/motivated as a Jordan, Bird, West or Russell and took better care of his body there's no doubt in my mind he could have past Wilt.

Yao Ming was a good Player but he was somewhat fragile. Houston's culture of big men help Yao learn the game even through the difficulties presented by the language barrier. If he had stayed healthy he would be considered one of the greats. Shaq would just too powerful and could wear down anyone let alone Yao.
