Using the fan to cool your phone will make it hotter because the phone powers the fan
Maybe the fan will be able to cool the phone faster than the phone heats itself by running the fan. But you'd have to just test it and see.

I live in the Tropics and I know the value of a fan, but the idea of cannibalizing power from an Android phone to run that tiny fan is just bonkers. If your phone is hot, turn it off - if you're hot, I doubt that this fan is going to make much difference in most situations - happy to hear otherwise.

The OTG cable never works for the hard-disk in android mobile as android supports only FAT formated storage devices and whereas hard-disk is NTFS format
You can format your hard drive in fat32
you can convert your hard drive from ntfs to fat

Try running a battery monitor app while your phone is powering an external hard drive. I've never seen my battery drain so quickly! :)
