One Piece was really not that popular in the the west at the time. It's a lot more popular now than it was in 2016. Plus, the game likely wouldn't have done well. Even the DBZ extreme Butoden game barely did well, and that game is much more profitable than one piece because it has "Dragon Ball" in the title.

yo i know this vid is a year old but my friend and i play dbz butoden thru citra and we didn't know that it had crossplay with this game, do you know where you can get a rom for this game?
If you're unaware of Extreme Butoden or Dai Kaizoku Colosseum, both are standalone 3DS fighting games made by the same develop on the same engine. Initially, both of these games didn't have the capability to do crossplay (or technically "crossover play" in this case) until an update. Seeing how these games use super compressed audio (compared to most clean audio from 3DS games), it's safe to say that the optimization here isn't great. The Versus screen might be a way for the developers to hide the load time of setting up a OP X DB match, then transitioning to the normal loading screen afterwards.
