Bhutan cash and other products work in India too for border areas, some of my relatives are living in the India-Bhutan border. So I personally not surprise. other people find its surprising.
And another thing was that before lockdown Indian people live in the border, they took advantage of India-Bhutan tax tretty /relief (get Indian products through Bhutan without tax, more than 40% price difference). Now its not so easy.

Visited Bhutan during 1976 , through Puntshiling border.
At that time there was no restrictions and only a gate was build , can travel all the time in & out of Bhutan.
Once entered through New Boingiagaun area , it was opened & no restrictions.
Now Bhutan is completely changed with new modern buildings .
