In a word, it's unpredictable. When you write a song, you work on making what you want. You have an idea for a finished song and work directly towards it in bits and pieces. It's normally not something you intend to polish up, complete, and then flip on its head entirely (e.g. like slowing down the whole thing). Doing that is unnecessarily complex, since you can just make things sound the way you want the first way through. It'd be like assembling a house right-side up and then flipping it upside-down as your final product. Some things would simply fall out of place because they weren't designed to work that way. But you're right, sometimes not entire songs, but melodies and strings of notes are reused between songs and slowed down for that exact effect, to provide contrast to other moments they appear. Small pieces, not large ones. Ishkenn provided examples from this very soundtrack.
Because the music has to convey the characters, intentions, actions the scenes gotta match up with that. Slowing it down just sounds good for people liking the way the song sounds or how it makes you feel but in practice its impractical with
Undertale is a videogame that does that with many of its tracks. Highly recommend it. Some of them are so well hidden though you need to do more than to pay attention, you need to edit the audio file

Love this song absolutely love it. But man my OCD is through the roof when it comes to this clip in that episode. His teeth aren’t aligned with his nose. The bridge of the nose should just be in between the two front top teeth. But it’s as if just below his nose is just the one tooth.

Slowing down a soundtrack is actually a good way to make it much more powerful and dramatic. I wonder why soundtrack writers don't use that
