Halal has a few conditions, part of it is the prayer which is simply translated "with the name of Allah" so you sacrifice the animal whilst acknowledging the blessing of the food and for the remembrance of God, also the blood should be fresh so road kill and stuff can't be halal even if it's a clean animal like a sheep or something, the animal can't have any diseases and should be totally healthy. It should be slaughtered away from other animals. Also fish is a different catagory to land animals so it doesn't require the slaughter rituals as a lamb. There's lots of videos on halal slaughter if you are interested to know more.
Prayers do happen for halal food. Just not the at the restaurant. Far too late then. Only the butchers need to worry about it. Once it's dead, it's free game for anyone to buy.
