Bhutan I think is not really carbon neutral, it has exported its carbon emissions to India, i.e., imports from India. For Bhutan to be carbon neutral it has to close itself from the world and be completely self-sufficient and self-reliant.
Actually, Bhutan is the only Carbon Negative Country in the world which means they absorbs more carbon than they produce. And its naturally carbon neutral country

Not really. If your industry adds nothing to the atmosphere, you're Carbon neutral. Buying products from a country that is not, doesn't change YOUR status. That country was going to sell their products anyway. That's not YOUR fault.
