Yah know if the plot was different and Tom and Jerry could have more of a frenemy relationship, while also sparing there dialogue to be more important lines, I think the movie could have actually been decided.
I remember the first time i saw this back in Blythe-Bower elementary school and it was weird to see Tom and Jerry talk in this film just this once and i never feel like seeing this movie again being too weird and on the bright side, the songs really are okay in my opinion despite how Henry Manchini wrote these songs for the film!
The only cartoon character that we love and can be silent and talk at the same time is Wile E. Coyote from Looney Tunes/Merrie Melodies.

You pointed out the similarities in terms of the plot that film has to Disney's The Rescuers, and how Aunt Figg shares similarities to Disney villainesses, but you left out how Dr. Applecheeks is similar to the Coachman from Disney's Pinocchio.

Fun Fact: Joseph Barbera, who was involved as the film's creative consultant, wanted the titular protagonists which are Tom and Jerry to remain silent, but just about everyone else involved in the making of the film downvoted his idea. Hypocrites much?

I bet the people who made this movie were inspired by the 1975 Tom and Jerry show, looking back at this piece of garbage instead of the original theatrical shorts.
Looking back it, it doesn't bother me so much that they talk in this film but the fact that they included so many extra characters that are completely unrelated to the franchise and that they make the titular characters sing and become less of the focus of their own film. Although I did kind of like it when I watched it about 10 years ago but back then I wanted to see and enjoyed pretty much anything with Tom and Jerry in it. Just out of curiosity, do you have any idea why this film was originally released in Germany in 1992 and wasn't released here in the U.S. until a year later? Also I love the inclusion of Droopy and his voice-over here in your review

I have Tom and Jerry The Movie Aunt Figg's Devious Lawyer and boyfriend known as lickboot we've got to have money.... Holy Hellfire Lickboot sounds like Judge Frollo R.I.P. Tony Jay voice of Mr. Lickboot in Tom and jerry the movie and Judge Frollo in Disney's The Hunchback Of Notre Dame

How can you like this film? I mean we all have movies everyone hates that we like. (For me, the Cat In The Hat, The Cable Guy, and Bio Dome) but this is terrible.
+Jackie Newberry I like The Cable Guy and The Cat in the Hat (I did a review of that film if you want to look it up). Haven't seen Bio Dome. And I stated that this was my introduction to Tom and Jerry and didn't mind it, even when comparing the original cartoons. I liked it as a kid and still do, though I do find it annoying at times.
