I agree with you about the spectacular beaded dress: the flower would make a great pin, or even a hair flower. That would be strange if someone ragged on you for remaking the cat dress to fit you. The purpose of clothing is to be worn. And you bought and paid for it, so you should be able to make it wearable for you.

Periwinkle blue is my absolute favorite color. Anything in that color speaks to me! I would take the flower off and perhaps put it on a pin. Your black grapes are most likely marcasite, most often set in aged sterling silver. Lovely piece!

That blue beaded dress is gorgeous! The flower could be nice if its easily removable. Some events it may be too much and detract from the garment. The fabric on the cat dress is so gorgeous! Maybe you can add side panels in a complimentary colour, I recently picked up a gorgeous 60s blue floral dress someone had done that for the hips/skirt, which made it fit perfectly on me!
Yeah I also think it might be nice to sometimes be able to move where it is depending on what I do with my hair and jewelry, I think I am going to go with the colored panel on the dress I just have to find it!
