Three reasons why properties are cheaper in NCR compared to Mumbai & Banglore
1)Air pollution n what problems
2) Child n women Safety
3)If you don't have personal vehicle n just want to move around

Don't know from where you did your analysis but all 3 points are not impacting the prices much.
Real reasons are below.
1) ncr is way big compared to mumbai or Bangalore. Just delhi is more than 3 times of Mumbai and population is almost same. And this is just delhi. It's not even comparable in size when you add Noida, gurgaun and faridabad. This simply means significantly more land for approx same amount of ppl and land cost mainly is what leads to sky high prices.
2) connectivity is significantly better in ncr which lets you travel seamlessly between different areas. This means ppl are spread out and everyone is not forced to live beside work location if they can afford it. This prevents prices around work areas from reaching mad levels.
3) due to this connectivity advantage, offices are not cramped in one or two locations. We have lot of offices in gurgaun and Noida as well. Even within gurgaun and Noida, offices are spread in various locations. This prevents everyone to try liv in one location or try to travel to one location.
4) not sure what went wrong with Bangalore which created the traffic mess but mumbai is restricted by geographical location. It's surrounded by water from 3 sides which means only one side city could expand. This means new areas are further and further away from the main city. Some areas are near by if you can build a bridge over sea but that's expensive for a developing country so progress is slow and till that time new areas are too far. Delhi has no such issue so it was able to expand on all sides.
5) Noida and gurgaun are in seperate states. This gives motivation to respective State gov to attract businesses to these cities. This is not applicable to surrounding areas of Mumbai and Bangalore so businesses are concentrated in one location mostly.
Having said all this. Ncr has lot of issues but mainly these are the reasons why housing is cheaper for most ppl. Ofcourse you can choose to live in ultra expensive areas but mostly you are not forced to do that and that's a big positive for ncr
