I bet they could title that car in Florida. Down here if you have a VIN and the money for the tag/title fee, down the road you go. Hell, you could mount a PT6 in your car and as long as you paid the yearly fee, the state could care less~
Here in Massachusetts I know someone with a PT6A swapped Pontiac Grand Ville. Passes inspection and it's titled and registered. Some states don't care about engine swaps in older cars. Also know someone with a Fiero that has a Boeing centrifugal flow APU turbine as an engine swap. My own 79 Subaru has a Subaru EA71S factory race engine swapped in. Passes inspection no problem because it's over 25 years old.
You can have flashing lights as long as they're not red or blue. You do not have to have a special license to have Amber or white strobe lights. I don't give a shit what your state trooper told you.
Unless such lighting device (i) is both covered and unlit or (ii) has a clear lens, any reflector in such lighting device is clear, and such lighting device is unlit, no motor vehicle that is equipped with any lighting device other than lights required or permitted in this article, required or approved by the Superintendent, or required by the federal Department of Transportation shall be operated on any highway in the Commonwealth. Nothing in this section shall permit any vehicle, not otherwise authorized, to be equipped with colored emergency lights, whether blinking or steady-burning.
However, in most states, this is where the legal use of these lights ends. Their similarity to police lights means that strobe lights are prohibited in most states, although this can depend on the color of light, and even their placement.
In some states, the use of any vehicle strobe light is prohibited. Some states dictate that you are not permitted to use lights match the color of those used by emergency vehicles. Generally, emergency vehicles use red, blue, and white lights, but this isn't always the case.

Indiana law allowed volunteer firefighters to have blue lights while in Kentucky they were only allowed red, white, or yellow. America might as well be 50 seperate countries at this point instead of one country.

Mrs. Wizard or yourself wouldn't use a plastic pressure cooker which has 16 pounds of pressure to cook meat, she or you would use a metal pressure cooker. The plastic one would explode just like the Carbon Fiber Ocean Gate Titan Imploded. By the way, new Chevy Cruzes use a 4 Pound radiator cap, why, because GM knew that 16 pounds of pressure and a 192, 190 or 195 thermostat was causing the intake manifolds to fail.
