IDK why proc sets stopped being a %chance. In the days of old all the dmg monster proc sets were chance based: skoria, velidreth, kragh, selene, etc. To this day they remain as a chance to proc...either update these sets to bring into today's standard or change the newer sets to %chance. nobody runs these monster sets anymore because they've been outclassed by new sets... I just want skoria to be viable again lol, i miss that set. that said, proc sets have always been an issue since those monster sets were introduced. the major problem is ZOS continuing to add new sets that outclass the old ones to drive DLC sales. Yes, we need to go back to no stackable dots and hots. It barely would affect solo, smallman to a degree, but large zergs and ballgroups would finally be in check. Proc set cooldowns should all be defender based.... no reason 7 tarnished should go off on me in a gcd. Itll curb meta forming proc sets to a degree.
