He didn't need to hit the highest note. This performance was all about emotion and passion. My favorite performance on Singer 2018 show. Unfortunately I didn't really enjoy his other performances too much. If you want to check out his other performance, there is a rock song he did. He wore a round sunglasses in the video thumbnail.

These are all professional singers that have successful careers. The only thing close to this competition in the west is the voice. All the rest are for amateurs. Even then it’s more about who has the biggest sob story rather than the talent they bring to the stage.
As people before me suggested, please check out Hua Chenyu's arrangement of this song. He was given this song by one of his challengers in another music competition in 2017. I absolutely love Tengger's song (is his original song) but equaly love Hua's version. You have totally different feelings listening to each one of them!
The story behind the song always makes this piece far more emotional than the lament for a lost homeland that it already is. The song far predates the death of his daughter but he preforms it now, in part, as a tribute to her. Similiar to how he shaves his head.

Glad that Inner Mongolians are still restoring old writings. We are proud of much with Mongolian singer Tenger.
