- Keynote Address: Secretary Ben Carson, US Department of Housing and Urban Development
Access to safe, affordable housing is critical to the economic stability of individuals and families, as well as the region as a whole; however, increasing median rents and stagnant incomes have led to a widespread housing crisis across many urban cities across the United States.
This summit will bring together leading academics, politicians, and policy practitioners to examine homelessness in California and explores short and long term solutions to helping and housing the state’s most vulnerable population.
This event is being hosted by Arnold Schwarzenegger, Chairman of the USC Schwarzenegger Institute, and Gary Painter, Director of the USC Sol Price Center for Social Innovation and is supported by the Southern California Leadership Council, Govern For California, and Downtown Women's Center.

I live in a Manufactured Home in Fallbrook. We have some vacant land that would be ideal to help our homeless Veterans and we are Nextdoor to Camp Pendleton where they can get counseling and medical attention. God Bless You Ben Carson. Arnold Schwarzenegger and Sol Price.

My mom bought her 4 bedroom large Victorian house for £3.500... It is now worth £275,000! One person could work in the family and pay for everything including 2-3 children..now everyone must work even just for rent.

How are we going to help them be self sufficient if the price of housing is not affordable? ALSO many of the homeless are on drugs or alcohol and don’t WANT help. I have personally had experience with the ones who don’t want the help . But if housing isn’t affordable or if ppl don’t want to get off the drugs or alcohol how are we supposed to help?

We must unite and embrace the policies that work and bring progress! Californians are flocking to Red states like Texas, and we welcome them here, but we need them to leave their progressive ideology behind. It does NOT work. Sometimes the policies that seem less humane end up being the most beneficial for society, and the most conducive to growth.
Homelessness has boomed under the 8-years of Brown and now Newson,but to be fair California is still paying off bond issues,from Austrian Arnie,in the billions.

It has been said that the HOMELESS to seek MENTAL HEALTH HELP then housing. How can these people be able to survive, maintain, pay bills, manage a home. They cannot unless they seek proper mental and physical health help. Dr. Carson, Dr. Drew? Psychiatrist, Addiction Medicine Specialist.
This physician, gave examples and predictions for the homeless. I hope more input on this major issue.

Thank God for such a wise and compassionate choice, on the part of President Trump, to appoint this amazing, Godly man. We are a family who's stories testify of exactly what Secretary Carson said about those of us with mental illness!!
He's an inspirational speaker! If the media would cover these types of events, we as a country could solve so many problems. Nobody knows what the Trump administration is doing because there is NO discussion about it. Do you understand Opportunity Zones? I don't in detail. I have not heard about the one church/one homeless person program. It is brilliant and a return to our roots.

Most things should be based on sliding scale and income.
Car tabs, property taxes, water bill, electricity, houses/apartments, driving infractions/tickets (why does the average person pay the same amount as a rich celebrity?) etc...

Churches are not the answer. Increasing spending to low income housing. Increase spending to rehabbing poorly structured housing units. Allow the credit bureau's to use utilites bills as a way to establish credit. There are companies already doing this. Lastly, community land trust is another way to ensure homeownership of all races. End redlining. End predatory lending practices. End gratification by including the new data from the census. This will allow the government to allocate a certain percentage of affordable housing in every city, town in America. This a national crisis. Homelesss is a complex problem. Its a relationship and greed problem.MENTAL illness is not the main cause of homelessness. I was very surprised what Trump did in the 2020 budget. He increase speading to provide people with mental illness access to mental health care. Homelesss can end. Its.people that created this problem and it's gonna take people to end the problem.

Ben Carson is a favorite of mine. If our government agencies were not so crooked and corrupt, Ben would be a good President. However I am so glad that we have Trump as President! Takes a special man to get results and fight the treasonous on a daily basis and I DO NOT know of any other candidate that has a spine of steel like Trump! Mr. Carson is achieving great results in housing and we all must thank him for staying with the job!!

Im surprised there arent more homeless people out there. The rent-to-income ratio is ridiculous, and should be illegal. If you make just enough money to pay your rent and have to eat rice & beans that should be up to you! I have never been late with my rent but I never in a million years made 3× my rent monthly. My disabled daughter could not get a tax credit apt. because she made less than their minimum 15,000 a year. Who the hell makes that on SSI? It is discriminatory and should be illegal, and it is absolutely disgusting! These laws need to be changed.

You are right. I guess the difference is that the homeless here do not live in tents in streets, shooting dope, urinating, defecating in the streets, causing health issues. This is a coastal problem, more needs to be done there.

Implement a UBI for all legal American citizens over the age of 18. (and lived legally in the US for at least 18yrs)
Then, purchase large apartment complexes on purchased land and let homeless and poor live there and offer a chance for the attendees to purchase the apartment. (at a significantly lower price ~$7k or so~ put on sliding scale based on income).
This will lower crime, lower cost for taxpayers, abolish~or put in sliding scale~all fees fines and property taxes. Morale will increase, local economies will flourish. People will feel valuable and have hope to try. Less drug abuse, less theft, less gangs.. More good, more peace, more happiness and abilities..
