You can purchase ICCOCA(IC card in Osaka area) at the Midori-no-Madoguchi ticket counter and ticket vending machines of JR West and at the commuter pass sales counter and pink ticket vending machines of Nankai Electric Railway. ICCOCA works in Tokyo area same as SUICA and PASMO. Unfortunately, it can not be refunded at Narita nor HANEDA.(including any station in Tokyo area, since it is issued in JR West, and Tokyo is operated by JR East...) Please keep the card until your next visit to Japan.

Unfortunately not. What you can do outside Japan is use Wallet app.

At Tsuruoka, JR East(train) accepts ICOCCA, and there are two bus Yamakoh and Shounai Koutsuu. Both accept ICOCCA, too.
