I mean if you put in the code for the debug menu than you can pretty much skip every level without selecting a character expect the last story's final boss, but in order to get it you have to play through at least the main story and even than idk if it'll have all the other levels unblocked cause I haven't checked it yet. So I'm not sure if this counts.

Any living being that the chaos emeralds deem worthy of their use can use them.
As for robots such as mecha sonic in S&K3 he was straight up absorbing the energy from the emeralds. Which is not as powerful.
But technically almost any sonic character can go super.. although canonically... the only super forms the characters have seen are sonic, shadow, silver, and now trip.
