There was no guarantee that Shai would have turned out the way he is now if he stayed on the Clippers. The Clippers got Kawhi (FMVP) and PG (3rd in Regular Season MVP voting) in their primes.
If the second apron wasn't a thing, I'm sure they would have been more willing to give PG exactly what he wanted. The clippers opted for flexibility with the new CBA. Which I think is the second best option. The best being PG staying.
