As far as I know, the Black Mercy gives the host the fantasy while feeding on their "bio-aura" - but not controlling them - whereas Starro takes control of the host and makes it part of it's hive-mind.

If I’m not mistake but a friend who does make up in the industry told me she’s a gymnast or trapeze or something like that so that’s believable.
Starro didn't try to conquer the planet. They were taken hostage and imprisoned. That couldn't have been made any clearer in the film.
