Brussels was never actually “part of the Netherlands”, if you mean the country of the Netherlands.
It was part of the netherlands in sense of “the low countries” (Literally The NETHER- LANDS).
Belgium (and Luxembourg) are known as the Southern Netherlands (which were the Burgundian, Habsburg, Spanish and Austrian Netherlands), while the country of the Netherlands as we know it today, were and still are the Northern Netherlands. So The Netherlands never actually controlled Brussels. The only time Brussels was part of the same country as The Netherlands was in the United Kingdom of the Netherlands, which was a country formed by the Northern AND the Southern Netherlands, or as we know it today, the Benelux (countries).
The Netherlands used to control the entire Benelux region.
