Pacifica was more of a jerk rather than an evil villain given how she taunted & was mean to Mabel. As for the Manitours, they weren't exactly evil but the embodiment of muscle head jerks who have a very specific view of manliness which at times was extreme.

Before she was in the grey area but now she’s evil. I know people change their minds but they literally did this with Kronk who was the 2nd most good of heart in emperors new groove but was launched up all the way to the evil category in a villain’s sidekick video.

Pacifica should have been the least evil. She may have been a mean girl, but she was conditioned by her parents, and she never tried to hurt or kill anyone like the ghosts. And Blind Ivan wasn't anywhere near as evil as this video made him out to be. He was essentially like the Men In Black (MIB), erasing the memories of supernatural events to keep the peace and so people could go about their lives, same way MIB erased memories of aliens.

The fact that there are so many villains in Gravity Falls says a lot about how complicated this show can get, especially out of context.

Giffany is my absolute favorite villain from this show.
She's so creative for a character type that the internet has practically ran into the ground.
We've seen the "cutesy anime girl who's actually super crazy and will kill everyone for her love" hundreds of times, but Giffany strangely stands out somehow.
It could be design, that being her vibrant colors, her completely different art style of being super anime compared to the cartoony show she's in, or her super crazy bow, or because of her premise, that being that she's a rouge AI that killed her creators and is now out to find somebody who will love her forever like she does for them, but Giffany is such an interesting villain even though we've seen so many like her.

I knew Bill would be at the top, and I tried to guess who #2 would be. I paused the video and tried to remember. I gave up and hit play, and when Brad mentioned Blind Ivan, I thought “I totally forgot about him! I remember now!” I then facepalmed because I just then told myself a pun . . . kinda.
To be fair though: Bill didn't intentionly break dipper's body, he just never used a human body before, he didn't know pain was a bad thing, he even said things like "pain is hilarious", and "boy these arms are durable" and was necessarily polite to people he likes
I'm pretty sure he knew what he was doing since he understands the concept of torture, extended material even says he was gonna jump off a cliff or something to that extent after destroying the journal
I mean even Bill seems to hate pain when its directed at his eye
In Journal 3 Bill left a note saying that he was going to jump off of the water tower in Dipper's body to kill him. He even asked Mable to jump as well.

I never thought of good to evil on cartoon lion characters. For good: Alex the lion from Madigascar, for grey area: lion from The Wizard of Oz, for bad area: lion gang in My Gym Partners A Monkey. This is tough for ranking cartoon lion characters.
Pacifica was more of an anti hero and had character development.
Let’s not forget that Bill Cipher built himself a throne using the many humans of gravity falls and describes it as “a massive throne of frozen human agony” which we can only assume that the are all in eternal pain, which we can assume is worse than death. Nobody is more evil than Bill.
