4:18:00 I wonder if you have to leave then come back to re-roll the encounter, like breeding Pokemon Eggs. The Egg is generated when you get it, not when it hatches, so maybe the Latios/Latias encounter is generated when you enter the area and not when you encounter the Pokemon.
