All submarine operating areas are marked on chart and NM are issued for operation of this kind. When did fishing boat follow or read or know about it. All over world submarine collided with surface vessel due to it's limitation.

This Defense expert have no knowledge about submarine operation. First when submarine is at periscope depth (snorkeling), there is no look out and look out is done by periscope. Which has so many limitation and can see few degree. At closer range arc reduce further due to movement of submarine under way and wave. Every sonar and radar has a dead range, it means when sonar/radar is transmitting it can't receive it vary from 500 mtrs to 300 mtrs as per range scale of radar/sonar. In such a close quarter situation these aren't effective, special Sonar. Submarine at 6 knot speed is hampered by maneuvering limitation. Now let's check behavior of fishing boat. But fishing vessel engaged in fishing is exempted and other power driven vessel has to keep clear of it because due to her net in water she can't move.
