Bengalis use Gobindo Bhog rice for kheer. It's very fragrant and glutinous, as you mentioned. Also, the rice is lightly fried in ghee before adding to the milk. This helps in retaining the shape of the rice grains, in spite of softening.

Ranveer, My mother was making kheer where the consistency was little bit thinner than you did. Now at the age of 77 years I still follow her method. She was adding only one fist of small grain raw rice for one litre full cream milk. She was not adding saffron. Only cardamom powder she was adding along with few cloves. I still follow her method and enjoy the khir. She was preparing the previous night for the next day breakfast or lunch. At that time we were not having refrigerators. She was transferring kheer to separate small bowls covered with plates and was keeping one side of her kitchen. She was born and brought up in East Bengal. I still remember those days.
