Those who have not been to America may be surprised by the amount of garbage on the streets. Unfortunately, this is more the norm than the exception. I have not been to Williamsbourg, but I have been to another Jewish enclave, Boroughpark, where it is relatively clean. Latino neighborhoods are the dirtiest, not to mention black neighborhoods. I come from a country where in the past, in the times of communism, it was perhaps not so dirty, but gray and sad. Tonight is the start of Sabbath, Friday and sirens blare as a signal to stop all activities and the neighborhood is totally vacant of people, . They will all be inside observing the Sabbath. There are a few Hasidic festivals that are similar to Halloween and New Year's. There are some good resources online to learn about Hasidim. But if you visit Brooklyn, this neighborhood would be interesting to stroll

Definitely not Shabbat since they are not allowed to carry anything, nothing in your pockets not even a key, not allowed to shop or use bicycles. All these stores would be closed on Shabbat. Just a regular ordinary day during Passover.
