Well QGIS creates for each raster spot an plygon attribute. Try to cut the raster into smaller pieces, do the raster to polygon conversion and then merge attributes together. When you do that piece by piece, you can then finally merge the different pieces together. At least, that's what come to my mind.

@@felicious6384 can confirm your method, I had a DEM too big to treat and I cut it by town area to batch process it and it then worked !
