'Democracy works only in some conditions which make sure the process won't be used to harm vulnerable individuals. That is why some democracies in the world have multiple rules accompanying it, eg. death penalty is not allowed in all of Europe, any legislation that suppresses some people on the basis on religion and race, is not allowed to pass, and several others. A country where modernity has not prevailed, and the majority is conservative, or even a significant number to impact electoral process, will only result in far right movements coming close to power centers.'
