This is how I model basic feet. It's a fast and repeatable method as the steps are simple but specific. It's low to mid poly, perfect for game/VR characters.
STEP 1 - MODELLING
0:15 - Base of the Foot made from a Cube
1:35 - Shaping the Base
3:35 - Toe
5:35 - Toenail
6:53 - Duplicate for other Toes
7:33 - Connect Toes to Base
8:55 - Ankle area
STEP 2 - SCULPTING
10:07 - Sculpting & Tweaking
BONUS
14:48 - Seams
15:38 - UV's/Texture overview

Look at human feet pictures from side, human feet got a really smooth curve from finger's base to beginning of the feet

Yes that's true. You can still achieve this in the sculpting step and scaling up along Z axis.
