late response but in case it helps someone, yes, one way to do that would be to select the area you want to displace, and save that selection as a vertex group; then in the Displacement modifier you have an option to specify the vertex group you want the displacement to apply to; just give it the vertex group you created earlier; ask again if you need help with any of that; good luck
